Keeping up with CARB Compliance Regulations applies not only to heavy duty trucks but also Reefer trailer engines.  As the refrigeration systems in Reefers are powered by diesel internal combustion engines it is important to limit the emissions from these transport refrigeration units (TRU's).

Changes to TRU Compliance Regulations:

For TRU owners some important changes are taking place at the end of this year that will significantly impact the ability to meet with CARB Compliance requirements.

Repowering a TRU will no longer qualify as a compliance option unless the new engine meets a more stringent emissions standard than the original engine.  In the past it has been acceptable to simply replace an engine with a similar compatible engine that is newer.  According to the Title 13 California Code Regulations section 2477.5(i) these replacement engines will now need a more stringent emission standard.

Retrofitting with a Level 3 Verified Diesel Emissions Strategy (VDECS) may be a good option for some TRU owners as VDECS meet regulation requirements for in-use performance standard.

CARB Compliance Truths for Small Fleets in 2014

Understanding where your business fits in with the California Air Resources Board (CARB) Regulations can be a challenge.  And yet operating ignorant of these laws and regulations can not only potentially bring fines but may jeopardize your business.  Here at Prime Time Equipment we work with medium sized fleets and small fleets helping to make sure your fleet is in compliance and can continue operating both profitably and with a long term plan in mind.

How do I know if I am considered a small fleet?

According the Air Resources Board regulations updated November of 2013, any owner-operator is considered a small fleet if they own 1-3 heavy duty trucks.  

Does it matter if I have a leasing arrangement with a motor carrier?

If you own your own truck you are considered a small fleet regardless of whether you are under a leasing arrangement or contract your own loads.

What are the compliance requirements for a small fleet?

Heavy duty vehicles in the fleet (1-3 trucks) must comply by meeting PM filter requirements.  This can be met by installing PM filter retrofits approved by the ARB or by operating heavy duty equipment with a 2007 model year or newer which should have the highest level PM filter as standard equipment.

In order to comply, a small fleet must meet the following schedule:
  • One vehicle must have a PM approved filter by January 1, 2014
  • Two vehicles must have PM approved filters by January 1, 2015
